The 2012 – 2016 Strategy focuses more on what citizens can do to make a difference in education and democracy. This is beyond identifying problems, challenges and finger pointing. With this Strategy, HakiElimu concentrates its efforts and directs them in identifying and promoting solutions and good practices. The Strategy has a nation-wide focus, with a few districts to concentrate on. Besides the nation-wide programme, HakiElimu works directly with 43 primary schools and 40 secondary schools in 11 districts. The focus in these selected schools is to facilitate community engagement in school development and performance of children, improvement of teaching and learning, literacy, school management, accountability and governance.
